PHILADELPHIA - A woman's state common-law tort claims alleging that exposure to asbestos while inspecting welds on locomotive cars in for repair caused fatal mesothelioma are preempted by the Boiler Inspection Act, a federal judge ruled Sept. 13 (Carol D'Amico, administratrix of the estate of Frances Chairieri v.
